I have cayenne peppers blooming and growing. Some are green, some have turned red, one red one has really shrivelled up. When should I pick?

Same question for bell peppers...

What about bell peppers? I'm growing black beauty variety, I've heard when the color is consistent all the way?

've only grown regular green bell peppers, so I don't know about the black varieties. Consistent color sounds like a good rule of thumb to me.
