Last week before the rain began, I overseeded my lawn with bermuda seed. Does anyone know when it would be safe to apply a fertilizer? I believe it is recommended to apply a pre-emergent by mid-September. Thanks for any help I can get!!

If in North Texas, you are very late in putting down Bermuda. The time now is for the cool season grasses. Compost and gentle organic fertilizers are fine at this time of the year, synthetic are never OK and the weed and feed ones are horrible. Even the organic choices are best applied after the the seeds have germinated and are growing.
