Post subject:  plants dying...help!!

We live in a rental and we have these shrub looking plants out front and i'm not sure what's going on with them...i watered to no end last summer and nothing. It seemed like it made it worse...we're in Virginia so the sun is very hot during the day, so it was like they were being fried. But people in our neighborhood have the same flowers and theirs look good. So....two questions for everyone, what kind of flowers are these? and what is going on with them/what can I do to bring them back to life.

I took a pic of them and what's going on, there are usually little purple blooms on it....hopefully there are some suggestions!!

If you can get another larger, closer photo that would help.

When things look dry and you keep adding water and they fail to thrive, then chances are that they're too wet, not too dry. That kills them also.

Do you have a prod that you can poke into the soil (I have an old golf club with the head broken off) - push it into the dirt and you can get a feel if it is hard or dry or muddy or whatever.

That's a creeping phlox that you're showing. Just because the air temps are hot, does not me the roots should be kept soaking wet...apples and oranges. You absolutely can (and I think did) overwater it. Always check the moisture of the soil with your finger or 6" screwdriver before you water. Wilting means there is a moisture issue, NOT that it is dry. So check before you water.
