Most likely, it would depend on the material of which your particular rain barrel is made. Check with the manufacturer. My Koolatron brand rain barrels are good to temperatures well below what we get here in North Texas.

I leave mine as is full of water. I have an opening on the top, so the water has somewhere to go if it freezes. It turned out not be be an issue so far.
