 Post subject: Is This Powdery Mildew?

I planted a coral honeysuckle this spring which recently started to get white spots on its leaves. The spots looked like powdery mildew and could be rubbed off. I sprayed the leaves with a baking soda solution. The white spots have turned into black spots that go all the way through the leaf. The black spots have light brown centers.

Does anyone know if this could be powdery mildew? I have yet to find a disease description that seems to fit.

You didn't say if the white spots are on the top or bottom of leaf. It could be a fungus or maybe aphids. To control both use Neem. Neem gets most bugs, is a good fungicide & is safe to use. It is available at most garden centers, feed stores & even Lowe's.
