My Bradford pear's bark is splitting and it's covered by gypsy moths and their eggs. (Follow this link to picture of what the eggs look like http://ohioline.osu.edu/hyg-fact/ 2000/2175.html)

How can I get rid of the moths? Also, are they responsible for the splitting bark?

The problem is the tree, not the moths. They are likely taking advantage of the situation by exploiting the open wound or trying to lay eggs. Bradford pears have many problems and depending on the age of your tree, many more will come. It's a sin that so many of these are sold given what we now know about them.
If the tree is critical to the landscape apply the Sick Tree Treatment and begin a foliar feeding schedule. If you can I would take the tree out and get growing something that will be around for your great grandchildren.
