Post subject:  Jasmine Ground Cover is dying

I have a mysterious invader attacking my Jasmine in a couple of areas. Over the course of the last two years it has been steadily fading away and all I can figure is that I have some sort of insect or fungus involved. The root systems seem to be overwhelmed with a beige material that appears to prevent water from reaching the plant. The affected soil feels extremely light almost like I'm holding a piece of cork.

I've taken some pictures and thought maybe you could help shed some light on what is behind this problem?

That is a fungus of some kind. I would be hitting it heavily with ordinary corn meal and spraying milk on it. Give it 3 weeks and then look for improvement.
