If scalping grass is bad for it, why wouldn't scalping get rid of Dallis Grass?

Because the roots are still there and weeds tend to survive where desirable plants don't.

Scalping the grass exposes the soil to the sun which does a couple of things. One is it allows the soil to heat up and dry out. Secondly it exposes the seeds to the sun so they can sprout. If the seeds are grass seed, like they do in the north in the fall, then the seed can sprout. If the lawn is southern grass, which often are not seeded, then it is only weed seeds that get the exposure.
