Can you put Shrimp shells in the compost pile? If so, is it a carbon or nitrogen source?

I do. I also compost lobster, crab, clam and mussel shells. My pile is not a "steamer", but the clam and mussel shells do eventually break down.

All meat products are high nitrogen sources, or "greens".
Fish and seafood products are also high in calcium phosphates.
That's good too!
