I created a raised bed and hauled in 2 cu yds of "Bedding Mix" from one of the local nurseries. It appears to be on the sandy side with allot of organic matter in the form of bark chips, however I am very skeptical as to the microbial and bacterial content and there are absolutely no earthworms present.
I added about 8 cu ft of compost, four sacks of cow manure, some green sand, and 15 lbs of earthworm castings.
Is there anything else you can recommend to help improve this mix?
Also, where can I purchase earthworms in the North Dallas / Plano area?

I know what you mean about the "bedding mix". I bought some (sight unseen) from a local place that sells soil, rock, compost, lava sand etc. I was sorely disappointed with it because it had lots of un-broken down wood chips in it. After paying over two hundred dollars to have a load of it hauled, I will never buy compost or any soil mix without going out to see it again. Anyway, it sounds like you've added some good stuff to it. Something I found seems to assist in breaking it down further is adding cotton seed meal. I added a bunch of it last Fall and over the Winter, it has improved somewhat. I don't recommend adding much of it if you are going to plant soon, though. I have also added cornmeal, dried molasses, bloodmeal and bonemeal to get ready for planting. Also, unlike many modern-day organic gardeners, I do like to use peat moss in my soil. It doesn't add any nutrient value, but it does seem to help fluff my heavy soil somewhat.
