You would call a finish grader and you should call yesterday. Find a good landscaper in your area and ask them if they can recommend one - a good one. You don't want someone who'll bring in his backhoe and tear up your concrete patio. He should be responsible for anything he breaks. Quite often the breakage comes out of whatever you pay him.
The Federal Housing Authority (FHA) has rules about where the soil line needs to be in order to get a loan from them. Four inches below the top of the foundation is the minimum as I recall.
A finish grader will give you the proper drainage for your lot to ensure that water drains away from all the buildings.
I hate the be the bearer of expensive news but you'll need to start over, maybe completely, with your landscaping. The grader should be done in half a day. I don't know what they charge now but back in the 70s in California the best ones got $300 per day.
