is it typical to find lots of little flies in raised garden beds when one has amended the soil with organic mushroom compost?

this is what I am experiencing and I can find no info doing a google search. I keep row covers over the planted area so maybe that encourages them?

You are probably seeing fungus gnats. They are normal around compost and more normally seen on plants grown indoors.
