I planted a 10 gallon container grown Chinquapin Oak in February. It produced leaves but no new stem growth.The leaves also turned brown on the outer half at the tip. Any idea as to the problem?

Yup. It's called 'New tree in the ground'

Especially when planted in the springtime neighborhood (as opposed to Fall) you cannot expect a lot of above-ground growth for a newly planted tree in its first year. Leaves will be less vital, not much if any stem growth, etc. Just make sure he stays well watered (but not drowning) and do your fall fertilization with a nice organic fert. The tree will continue with underground development long after the above ground part has gone dormant for the late fall and all winter.

Expect more vigorous growth next spring, but it won't REALLY take off until the year after that.
