Between my fence and a Texas hwy is a concrete gully. Each side of the concrete gully are steep grassy slopes to the hwy road and my fenceline. This are is hard to mow and dangerous to work around due to the hwy traffic. TxDOT mows this area twice a year and sprays herbicide  between mows. Per advice I got here I contacted TxDOT and they are coming this Friday to talk to me about what we can do to make this area better.

I would love any ideas on plants big and small that would grow here with little care and maybe a mulching once a year. I have thought about Texas sage with a ground cover like jasmine or the like.

Thank you for any input.

You may wish to try inland sea oats or Partridge Pea. Check out the wedsite http://www.seedsource.com If we can ask the city not to spray our particular homes, I do not see why you would not be able to request that the highway department not spray with their toxic chemicals. They do leach and drift and they will affect your property. I wonder if herbicide spraying laws are anything like the laws regarding the spraying of pesticides. It is illegal for a pest control operator to spray outdoors when the wind is above 5 mph.
