I was trying to find a way to get rid of Dallis grass when I came upon this website. I read about using vinegar to kill Dallis grass.
QUESTION: When do you apply to the weed, i.e. when it's active or dormant? Or does it matter.

If you use something like corn gluten meal as a pre-emergent treatment for weeds, you might knock some out (the time for that has passed). And if the grass is still tender, you can kill it with a 10% vinegar and orange oil mix (there is a commercial product called Avenger) you can kill it. The combination of vinegar and orange oil may be enough to kill the mature grass, but if not, digging it out is the most effective approach, so if you're going to try vinegar, do it as soon as you start seeing the sprouts and the distinctive clump forming.

So, I think you're saying that I should use the vinegar when the Dallis grass is active. Correct? Thanks.

Absolutely. If you use it when the grass is dormant it will do nothing but act as fertilizer for when it and anything else later growing on that spot. Corn gluten meal is to stop germination of seeds that are out there, vinegar is to kill the foliage as it is growing. It is best used on warm sunny days.
