son-in-law has not been able to keep sprouts down in big back yard. Is their an organic method to kill them and also to put on stumps of those that are large? Most are china berry and fruited mulberry.

Drill some holes in the stumps and sprinkle a lot of dry molasses, or pour a drench of regular molasses dilute in water over it. The sugars will help the wood break down faster.

Mow the sprouts, or to topically treat each you could use the new orange oil product Avenger. It will kill everything but the grass will grow back. Here's a link for Avenger from the online Natural Organic Warehouse, but you may well be able to find it locally.

Are they coming from a tree that is still alive, like a live oak? If so, you can't drill holes in anything. You can only mow them down or it will kill the live tree.
