 Post subject: worms eating Rudbekia

I have some rudbeckia (Irish eyes) in a pot and I noticed some very small worms (like the one we used to call inch worms when we were kids) crawling around the cone or the area where the seeds and pollen are. They are eating all the seeds off each flower. The bees land on the flowers and there isn't any pollen for them them to collect.

I've also noticed a lot of hover flies/hover bees on them too. Could the tiny worms be the immature stage of the hover fly?
