It could be an early promotion for the new HULK movie coming out, OR it is probably a harmless fungus that grows in composting matter. I have seen it several times in my garden where I have mulch and a little more water than required. Mine looks like a product they sell in hardware stores called, "great stuff". It's yellowish foam in a can that you use to seal cracks. I like your description better. Enjoy it at a distance or just turn it over with a shovel.

I had that growing in my mulch and was told it may be called "barf fungus" and that is waht it looks like. I put corn meal on it and it dried up, but when I kicked it a lot of spores scattered -- but it has not returned and did not seem to cause any problems.
