This is one of Mother Nature’s tools trying to accelerate the breakdown of your mulch. It is not a pretty site but is harmless. Take a rake or shovel and tip it over, throw some fresh mulch over it.

Good name! When we moved into our new home, this was one of the first things I experienced in gardening. I swore someone's dog had thrown up in the bed! :x Cornmeal worked great on it. I had some recently in another bed and when water hit it, it went flying out in puffs. Strange stuff!
