We moved into a new home 2 years ago and about a year ago we started noticing one of our trees doesn't appear to have been planted deep enough. (We went to remove what we thought was a "pile" of mulch but it was actually just a layer of mulch hiding our problem.) The wire that was put on the base of it sticks up about 1 and 1/2 feet from the ground. When we spoke to the company that installed it, they told us that the tree had already taken root, that it was supposed to be like that, and that it would be fine. Now it looks like the tree is dying...it began at the top and is slowly moving down from the branches to the trunk. Any thing we can do??

If your tree seems like it's not deep enough, you are in luck! It's probably at the proper level. If you take a look around the Tree forum you will find that most of the problems associated with trees are because they were planted too deep, not too shallow. How to tell if it's at the right level? Look for the root flare. No flare... too deep.
I'm not sure what you mean by the "wire" comment. What is the wire for?
Also, what kind of tree? Where are you located?
