I just moved to this house and the cedar trees are green at the top but the bottom are all dead branches, well no foliage, but the branch does go to the top of the tree which has foliage.

Is there a way to get the bottom of the tree to grow foliage again?

Climate is southern, Ontario, close to the St.Lawerence River, winters are really cold, and summers really hot, i hope this helps.

I haven't seen any cedars regreen when a branch has lost its foliage. May-be it would look good if you trim it up?

Trim it up, meaning trim the bottom branches and leave only the thicker ones?

Yes, so that it looks like more of a multi-trunked tree rather than the bushy shape cedars usually have.
