If your plants look healthy otherwise, my guess is that they are not pollinating. To help them with this, you can tap the tomato cages or stakes daily with a stick to make them "vibrate" similar to the way they would on windy days. That's the only thing I can think of that may be causing the problem. If your tomato plants have other symptoms of pest or disease, that's a different story.
