Awhile back, I had sent a post called Four Sick Trees, along with pictures and since then, I have discovered, my concern was premature. They seem to be leafing out more, so I now believe, it is a tree that just takes longer to fill out. However, I still would like to know what kind of trees these are. Can some help me identify? Here is a link of what I believe are better pictures of the tree.

It's hard to tell from the pictures, but it looks like they may be a variety of ash. If they are Arizona Ashes you will probably experience chronic problems. Hope that helps.
