Are you talking about on animals, in animal feed, on garden, or around or in house for bugs, etc?

If you're talking about plants, I think the amount depends on the plant and the pest. Applying anything, even DE, is the last resort for me. I usually try to give the natural predators time to take care of the problem but if they don't or if I'm running a risk of losing a plant I just take a handful of DE and coat the plat with it. If it just a small portion of the plant that's being infestated, I may just coat that part. To me it's pretty unscientific but it works.

I'm talking about applying it in my garden/yard for pest control - someone at Home Depot was advising me to use it for pest control - I was talking to her about grubs - and she suggested DE, but when I got the container home, there was little information about applying it.

I don't beleive that DE will help with a grub problem, since grubs are underground and DE remains on the surface level. I believe that Howard recommends beneficial nematodes to control grubs, fleas and fireants. You should be able to find them at any organic nursery and they're easy to apply.

The DE however can be used if you have a significant pest problem on a plant (above ground). Again, there's no real instruction to applying it other than dousing your plants with it. DE can kill beneficial bugs too so use it wisely.
