I just in the last two days noticed orange blobbish things on my cedar tree. They look sort of like the tissue paper flowers we made as kids - you know, where you cut strips.........

anyway, are these orange blobs a bad thing? or an okay thing? or a good thing?

should I do something about them???

Sounds fungal to me. Try putting some cornmeal on it. The tree might be in stress. Make sure you can see the root flare.
