My husband heard Howard say there is a vinegar solution to treat these root feeders that come up in our yard under our oak tree. Does anyone have this vinegar formula and will it kill the St. Augustine we have planted?

Are you describing little shoots coming up off the roots of a tree as root feeders? About 10-20% of live Oaks have this condition.
There is nothing you can do to kill them that will not kill the mother tree since they are an integral part of the tree.
Vinegar will burn and often kill any grass or broadleaf weed it touches.

I agree with Tony. All you can do is cut or mow the shoots to keep them down. Vinegar mix is for weeds, grasses, etc. It won't hurt the tree unless you grossly overuse it. Some people use it as a liquid edger around trees.
