Does anyone have any info about mulberries not budding/blooming until after the last frost...?

I'm not sure I understand your question. Trees bud and bloom based on a number of things but they don't have the ability to know about and somehow wait until the last frost has occurred. I know first hand, out of ten peach trees only two had peaches last year because of late frosts. I just planted a mulberry tree a few weeks ago.

I've heard this same tale about pecan trees and Scissor Tail Swallows. Here is what I've heard--don't plant your tender vegetables until the pecan trees show signs of budding or a Scissor Tail has visited. Curious to know if anyone else has heard these bits of wisdom and if they work?
