The last Lace Bark Elm I saw with those symptoms was near Ft. Worth. The growing conditions looked OK but we found out after much questioning that there was a drainage problem that was corrected a year or two ago. Prior to that, the tree was getting way too much water most of the time. It took several years for the tree to finally die. Is it possible that your tree is or has been getting wet feet? If a tree has borers you will be able to see the holes or sawdust. Inspect it carefully where you see the brown stuff.
