How can a person dispose of a bag of fertilizer that has been around here for years before we went organic?

Is is a weed-n-feed, or just a high nitrogen fertilizer? If it is the latter, my thought would be to add it a bit at a time to your compost pile until it is gone. It should heat up your pile nicely. Others may disagree. If it is the former, you probably want to use one of the hazardous household materials days, if your area has one, and turn it over to them.
