This is a year and half old Chinese Elm as of early september it dropped all of its leaves. As of now no leaf buds and the bark is coming off and I have very small piles of what looks like sawdust at the bottom of the tree. Iam thinking that it is borers, am I correct with this? and if not what other problem do I have and any suggestions on treatment. Thanks.

The tree is definitely stressed over something.

Sometimes Chinese Elm can fall prey to cotton root rot and once a tree gets sick, the nearby bugs make a buffett out of it.

You can try the sick tree treatment, especially the soil treatment part, and even if there's no foliage foliar feed spray with garlic-pepper tea will still help it.

That is presuming the tree is alive- you may need to scrape it here and there and see if there's green in there.

Thanks for the help, I will give the sick tree treatment a try. I have been scrapping it every few week to make sure the tree is still alive and it is.
I didnt put it in my original post but I have put down a thin layer of corn meal within the drip line of the tree and watered with the liquid seaweed.
